Despite the measures published in the previous Decrees aiming to protect the health and safety of citizens, as well as for the efforts made by health authorities and professionals, the pandemic caused by the SARS-CoV-2 Coronavirus continues to advance at an unpredictable rate. In tis situation, the only way to contain the pandemic and prevent the collapse of the health system is to minimize physical interactions between people.
This fact implies the need to take measures even more extreme than the ones taken to date. In this sense yesterday, March 17, the Executive approved the Decree 17-03-2020 adopting additional exceptional measures aiming to mitigate the consequences of the current situation of health emergency.
The mentioned Decree foresees the temporary closure to the public of all work activities that are considered high risk, as well as the closure of those activities that by their nature may excessively contribute to an increase in infections from COVID-19. Such measure does not affect grocery stores, pharmacies, gas stations and other services considered basic to the community.
Despite work activity has been temporarily suspended in the workplace, tasks can till be carried out by teleworking.
However, there is a number of activities that are excluded from the suspension:
- drinking water,
- Taxi services,
- urban and industrial waste,
- sanitary waste,
- Pharmacy and healthcare supplies.
- human food distribution and for farms and animal centers,
- the slaughterhouse,
- banking and insurance services,
- sanitary and socio-sanitary services,
- cleaning and home care services.
On the other hand, all activities that due to their nature must remain open must meet emergency demands through shifts, guards or permanence services. Some of these activities are the following:
- Notary public,
- titled professions,
- industrial professions.
Establishments that are not obliged to temporarily suspend their activity must maintain due diligence in the application of preventive measures and respect that the physical presence of employees be limited to strictly necessary. The distance that must be maintained between each person is at least one meter to avoid possible transmission.
The Decree also informs us that the hour of attention to the public in the General, communal and Justice Administration is between 8 am and 2 am, and always by appointment.
The Decree provides a sanctioning regime that will be applicable in case of breach of the abovementioned measures, in accordance with the specific applicable legislation.
